Abstract


Policies related to human resources and social policies will be developed on the basis of the provisions of revised European Social Chart and of the European Social Code and will reflect the practices set up by EU and developed according to the European Social Model. Virtually all democratic groups in Europe sustain the promotion of a reinterpreted social solidarity, starting from the development on new bases of some strategies and social policy programmes which are pragmatic, efficient and performing. Unemployment has been considered as the most significant issue by the majority of the Member States. Unemployment eradication until  2010 is a priority of the EU. European Commission assessed in the 2003 Country Report  that: ”new Labour Code (Law no. 53/ March 1, 2003) included the essential principles of the acquis in this area, but there are still necessary some adjustments” as well as “a major part of the acquis should be implemented by secondary legislation”.
